Preparing and implementing local solid waste plans and programs are often overshadowed or overlooked by state agencies, the Legislature, interest groups and the private sector. While we know that all groups have something to bring to the table, for the past couple of years it feels like those of us assigned “primary responsibility for solid waste management” were being invited late, or not at all.

Related to this is that, as solid waste managers retire or take on other responsibilities, we risk losing both institutional memory and means for effectively communicating among our peers.

Unmarketable Recyclables – Disposal Waiver Guidance

Washington Association of County Solid Waste Managers (WACSWM) developed short-term disposal guidance for unmarketable recyclables in light of China’s “Blue Sky” initiative that set lower contamination limits, and outright bans for some materials shipped off for recycling. This disposal guidance waiver provides local governments areas to consider if they are approached by their recycling service provider for relief in the stockpiling of recyclable materials. More long-term recycling program changes should be addressed through the local government’s Solid Waste Management Plan, requiring approval by locally elected officials.
